In my opinion:
LA is probably harder just because LA sucks so bad and offers up such atrocious nightlife and a stifling Police State.
Although LA requires less of a skillset than Miami. So I don't know if I would call it harder, but I would certainly call it worse.
LA is certainly easier for the mythical "Average Guy with Average Game".
Vegas is easier and certainly requires less of a skillset.
If someone has dominated Vegas 30+ nights, had 20 -25 swoops there and they have the skillset, they are probably ready for Miami.

OGNorCal707, I remember you saying you ran into some trouble in Playa Del Carmen.
Playa Del Carmen is a way easier than South Beach with a million less drawbacks ie door policies, expense, venue knowledge, etc etc etc
I don't want to discourage you, but want to shoot straight with you.
Also, I have written many times in the past about how California guys get put thru the woodchipper in Miami.

Can your Bankroll handle $20 Cocktails?
