This report reflects my experience in Osijek, where I stayed for about a week in the middle of june.
Some of the recommendations may seem repetitive, but Osijek is a small town and things are quite centered around just a few streets and squares.

City overview
Osijek is the 4th largest city in Croatia. The city has a population of 125.000. It's importance is also related to being the biggest city in the whole east of Croatia, and an important knot in the rail system. The Budapest-Sarajevo line passes through here, and there's also many buses connecting to Zagreb and to cities in Serbia.
In Osijek it is located one of the biggest universities in the country, which counts 16 departments (engineering, law, psychology, history, etc). The city is located on the river Drava.

Currency: Croatian Kuna (1 euro = 7.5HRK // 1USD = ~6HRK)
Prices:
- pack of cigarrettes: 16HRK
- beer: ~10HRK for 0,5L
- vodca (bar): 10HRK
- shots: 10HRK
- ice cream: 5HRK
- burger/kebab: 15-20HRK
- night at hostel: 107HRK
- night at hotel: ~500-700HRK

The number of people who speak english is high. I'd estimate that about 80% has some level of english, and about 60% can hold a conversation in english. The number goes to aprox. 80% amongst young people.

Where to stay
Most clubs, as well as some good cafés, are on Ulica Franje Kuhača (in the Old Town) which is about 20min walk from the city center. This place is also close to some of the university's buildings and parks. Staying close to this street will give you great logistics at night.
Most of the hotels are located in the new center, close to the Cathedral and to Trg Ante Starčevića (Ante Starčevića Square).
If you do decide to stay in the new town, you're a short cab ride away from most clubs and it's easy to find a cab in the old town.

When to go
I went to Osijek in june, when it was already warm and the sun was shining. The only downside is that most students had to study for their finals, so many refrained from partying.
I don't know what winter can be like (besides pretty cold), but the hostel's owner -- who owns 2 bars and is a local -- assured me that during the summer the town doesn't get empty. According to him, although people go to the coast or return to their cities, many youngs come to see their family here and the city also hosts summer festivals, like this one.

Smoking
Smoking is allowed indoors. Maybe 60% of the young population smokes. Also, café+smoking culture is very strong.

Sightseeing
Not much to see: Cathedral, bank of river Drava, Avenjia Europa... also, many good parks throughout the city.

Gaming girls:
Day game
You have quite a few options of day game in Osijek.

Cafés are a good option, as they are present everywhere and everyone goes to them.

Good spots: Ulica Franje Kuhača (pic above) and the bank of river Drava, specially close to the harbor. Another possibility is going to the cafés close to the Cathedral, on Trg Ante Starčevića.

In the summertime, you also have the public pool, Copacabana and the bank of the river, where people go to sunbathe.

Lastly, and most importantly, the university. Osijek's University has a distinct characteristic: there is no "campus". Each field of study has a building and the buildings are spread throughout the city. This sucks because there is no "one" location you should go to, but it also allows you to pick a café or a park close by and "infiltrate". The park along Europska Avenija is a good pick. You can also go to the basketball/football courts in Europska X Ulica Istarka. Also, in Ulica Istarka, about 100m from the courts, there is a student restaurant and a café where you're sure to find people.

Night game
Go to Ulica Franje Kuhača in the Old Town.
Personally, I found thursday night (student night) to be the best to find a girl, as the crowd is younger (I'm 20) and it's easier to hop from place to place as entrance is usually free. On weekends, some clubs have cover charges and the demographic is on average older. Quality is good any day, but you'll get older and sluttier-looking girls on weekends.

Ratios are not particularly good. I'd say the average is 3M:1F. However, 90% of the guys have no game whatsoever. They just get shitfaced and either start looking at girls and not approaching or actually approach and talk/dance, but are very likely dismissed shortly after. Guys here will pretty much let you do your thing and won't start fights over picking up local girls but I'd strongly advice you not to mess with girls who are taken.

I honestly did not pay attention to clubs/bars names, simply because once you are in Franje Kuhača, you just have to walk around and you'll see which places are fuller and have better quality. I went to Tufna a couple of times, as it is located in the ground floor of the hostel where I stayed. It's a laidback and cheaper place, with very bad ratio and girls who aren't the hottest you'll find. But the guys here are so clueless that it's actually easier than in other venues. St. Patrick's Pub also has a good number of clients, with café-style chairs in the square and a good interior.

On the map below you can see the street. Circles are other clubs, which are a max. 10 min. walk away.

Prettiest girls I've seen were in a club 30m away from Tufna, close to the square, and in BarKA (the boat club).

Guys
Usually very tall. I'm 1,86m and maybe half the guys here are either my size or taller. Strong slavic build, many of which sporting shaved heads. They walk in groups and love to get drunk (girls seem second or third, after alcohol and bros). Some of them actually look good, but most just dress extremely generic and have no clue on how to get girls.

Girls
Slavic beauties. A normal height is 1,70m. You'll get a variety of assets, but most asses and breats are small to medium, which I personally love. Good asses, too. Very high number of long, amazing legs. Most have long hair that goes from dirty blonde to dark brown, but I noticed a decent amount of girls with short hair (most of which were ugly to begin with).
They are feminine, love to look good and will look good all the time. Also, they have a passion for high heels. And even though the club street is made of cobblestone, they still wear their highest heels there every night. It's something quite beautiful to watch. And no girls go out at night with dirty Converses here.

My experience
During my stay in Osijek, Croatia was playing the Eurocup and there were 2 matches being displayed in a square by the Club Street. Never, in my life, have I seen so many fine looking girls in just one place. Never. And all approachable (although some had scary friends who would make Sasquatch look smaller than a child).

I ended up getting my flag in my first night there, from my first very first night approach. She almost orgasmed when I said I was from Brazil, and from then on it was just too easy. Before the night was over she had already made up plans for the following day, and she insisted on seeing me everyday after that. To go out alone at night, I had to lie to her and say I was sick or had left town.

There's something important to keep in mind: Osijek has a village mentality. Girls here want to have sex, that's no secret, they just don't want people to know about it. Girls who are seen with guys are called whores and get a reputation, so get her away for the sight of people. Just remember: do not fuck her reputation up. Isolate her for a kiss and there's a good chance you'll get the bang later.

A good tactic is to befriend local guys (ex: playing basketball in those courts/asking for a light and starting a talk). Once they introduce you to girls, a big part of the work is already done. I got this tip from Deb Auchery and it worked really well.

As mentioned, guys won't actively try to cockblock you. They'll try their chances and probably fail. I'd advise against showing off/being super dominant, because these guys are big and their egos are sensible and they are always in groups.

As a foreigner, you will stand out in this city. I can't specify how many foreigners there were in the city at the time I was there, but most visitors seem to go to Osijek to spend the day or to do business. I saw maybe 4 guys during my entire stay who were foreigners and actually went out to pick up girls. I remember telling one girl where I was from and in a few minutes I'd have a little audience talking about me and trying to listen to our conversation.

Final thoughts
Osijek is a great town to visit and get your croatian flag. Girls are some of the most beautiful I've ever seen, and many of them are real sweethearts. This is one of those places where there's not much to do, but pussy is so good you just don't want to leave.
I miss it already.

I was definitely not walking around trying to intimidate guys. When I accidentally bumped into someone (or even if they bumped into me), I'd just say "Sorry" and kept doing whatever I was doing. Some guys seemed eager to pick fights, but as long you don't give them a reason to, chances of something starting are small.

Overall, guys and girls had a vibe inbeetween "nice" and "do what you want, just don't bother me".

Osijek is absolutely not party central.

I went there because I wanted to see what a croatian city looked like, as I was coming from Zagreb and all capitals seem similar to me. Also, I was very focused on getting my flag, which turned out to be easier than I had thought.

Having never been to the Croatian coast, I presume the beaches are easier to get internationals girls and in more quantity. Osijek is a good town to get local, quality girls. If that's your goal, I highly recommend it.

I meant to go to Croatia this year during a salsa festival, but wound up having to go to Los Angeles for work instead. However, I plan to go next year for the festival in June and to check out the country in general. Here is one clip from this year's festival

The clip is from a pool party at that particular festival. I wouldn't say there is latin fever there. People from all over Europe go to this particular festival as well as people from Croatia. I have a lot of friends from places like Paris and Belgium that go so I would go to meet up with them, but it would be one out of many things I would do while there. Not sure about this particular pool party but the event in general.
