No that's the whole point. It's a way of prefacing a flirt without coming off as the needy creepy guy wants reciprocation for the compliment. You say can you take a compliment, it's implied that you aren't expecting anything back, and that you have experience with women. And that focussing thing.

Yes, that would be correct. I inclusively date Montreal french girls because they are very open minded and easier to talk to. I believe French has more words in it's vocabulary then English, for one... but I think mainly its because figures of speech are very common, and made easy to use, within the language.
