Recently, I've been consulting with a couple of schools in Beijing. They cannot find a non-Indian teacher willing to work fulltime for less than $5K USD per month. They are more than willing to pay $4K.
If you don't mind dealing with kids and aren't incompetent in some way, I can guarantee that there are schools in Beijing that would kill to have you. And I hear that offers may be even better in Shenzhen if you've got significant teaching experience.
How much could someone save on $4k/month in Bejiing while living a decent lifestyle?
Not a lot.
It all comes down to the lifestyle you expect. If you want to live like a grown adult and have your own place and a reasonable entertainment budget, you can get buy on $4K USD a month in Beijing just fine if you aren't paying off any debt, but you won't be saving any money that way.
If you are willing to share a flat with others or live out far from the city center, and minimize your entertainment budget significantly, you could probably get by on $2K per month. You'll still be able to eat out at that rate, because many small restaurants in Beijing are about as cheap as cooking your own food, so you won't miss out on experiencing Chinese cuisine and if you have a place with a kitchen, some girls will cook for you, which can be great.
But you'll not be able to hit expat places. A pint of craft beer will cost up to $10 sometimes (although on the low end, you'll pay $5). Not that being on a budget will stop you from being an alcoholic in China (as all legitimate expats are), but you won't be drinking at the classy places. You'll be drinking cheap Yanjing and Baijiu at home.

Are these jobs available to white-Americans with brown hair and brown eyes?
Yes, desperation for teachers is so high that they don't care what your eye and hair color is.
Skin color, age and country of origin do matter, however.

I need consistent Google access for my side business, but damn I'd move to China with a few different VPN accounts if I could save up $2.5k/month
I have one VPN setup and it's very reliable. I have no trouble accessing Google resources and everything else.
