October is too late in my opinion. If they are trying to ensure voters won't forget or allow Clinton time to weasel out, that's silly. If anything it makes it harder for congress or whoever has the balls to charge her with anything time to get her. If anything it takes damn near a month for low information voters to catch up. Took my own dad a couple weeks to actually ask me something about the last batch of emails.
Attempting to last minute spoil the election, like a last minute 3 point basketball shot, may not be well received by even those sympathetic to Wikileaks causes as well. Some folks may not even believe what is released because it will look very motive driven and not ginuwine. It's not like they are cleaning up SSN and credit card numbers. Looks very try hard and amateur hour.
If the next round of wikileaks are released now, Trump won't do anything with it, too cheap to make any commercials out of it. He would mention it on twitter, which 99% of voters will not read. I guess the idea is that unloading the emails right before the debates won't give Hillary much time to respond to them. Right now her only reaction is "I never read them, haven't heard about it".

Can you imagine anyone in the GOP trying that shit with Trump?
They would send goons to do the work, but Trump has security so I don't think he has to worry. Bernie probably had no security detail at the time because he was out of the race.
Whether or not he uses it as debate fodder doesn't matter if it is released a couple weeks before voting day on Nov 4! It takes time. A LOT of time for stuff to sink into the heads of low information voters. Not everyone lives at a computer and even then, lots are not savvy enough to keep up with this stuff.
Julian comes from a country where people are almost the complete opposite. He does not understand American Political culture at all. I bet there are literally thousands in this country right now that have not heard anything about those first rounds of emails, until this week alone. There could easily be 10M+ that still do not know about it.
My buddy just came back yesterday from an offshore platform. I would bet you he does not know about them and he is the type to stay very up to date on politics and economics. I know I will have to go fill him in today when I go see him.
One of the reasons why our founding fathers chose this style of governance, was not just because the speed of information was too slow (pre telegrams) to get word out to people. One of the other reasons was because of lifestyle. Most were farmers and had other pursuits outside of government and that is where some of the Libertarian concepts of limited government comes from. They thought the Parliamentary system turned-over too quickly and was too involved in a sense.
As a result it really should not shock people here when you come across a person that is absolutely clueless about what is going on. It's just part of the culture here. I bet if I had enough time today I could find someone off the street that does not even know who the candidates are right now.
None of us can change Julian's mind, but I think it will not have the effect of preventing many from voting for that monster, on his intel alone, because of his plans to dump it too late. If he dumps proof she is involved in a conspiracy to commit murder or other treasonous acts, and she somehow still wins the election, remember this post. In American politics, momentum is always king.

1 John 4:20 - If anyone says, I love God, and hates (detests, abominates) his brother [in Christ], he is a liar; for he who does not love his brother, whom he has seen, cannot love God, Whom he has not seen.
