At least for torrents what I remember the technique was that the RIAA would seed their own torrent, use that to get IPs from everyone who leeched it, then they'd estimate how many other people downloaded from your own seed and multiply that by the purchase price of the content to come up with some ridiculous amount that you'd "stolen" from the recording industry. So then their threat was settle for a few grand or they'd sue for you distributing a million dollars worth of copies.
Since people are cowards they'll mostly pay up, and the few who resist can't fight a legal system that's heavily biased towards the party with lots of money for lawyers.
