You must not have spent much time in barrio San Antonio then, that's where most of the hostels are and where you'll see them. Its a completely different scene than Parque Lleras, its a quaint colonial section of the city with a nice park on a hill with a great view of the city. I go there for lunch or coffee during the day but rarely at night unless I want to go smoke dope with a chick because there isn't too much to do there, which is ok since the backpackers tend to just hang out there and keep to themselves.

Ah yes, the Gringo salsa scene, I got into it a bit last year but kinda went about it the wrong way as I didn't go to an academy, I took private lessons from a chick at a hostel, which was fine but I didn't meet many other foreign students and later learned that they are a bit clique-ish. Basically they all go to academies during the week and then go out dancing at night, here's the spots:
Monday: La Topa Tolandra, they have a Gringo Tuesday style language exchange which is lame from 5-9 then things pick up and go on til about 1am.
Tuesday: It was at las Brisas de la Sexta but they moved it to a place in Parque del Perro, I forget the name of the place but both nights are organized by a cool Israeli guy named Avi.
Thursday: Tin Tin Deo's, this is the best night and that place is great.
Weekends: Basically anywhere but lots of people at Parque del Perro, La Sexta and Granada in the early evening before heading to the late night spots of Menga or Juanchito (don't go there alone)
Foreign salsa students are overall pretty cool but some can be a bit pretentious, they aren't nearly as annoying as backpackers and at least show respect for the locals culture by learning salsa (some are quite good) and usually speak Spanish well. I just found some of them to be a bit delusional, I've met foreigners who fall in love with Cali and the salsa scene and never want to leave, over staying their visas and spending all of their money for the love of dancing. The worst was this hot Finnish chick who was out every night of the week but was broke and I'm pretty sure ended up whoring herself out to keep the party going.
