No, haven't been to Riga yet but I will soon.
Toronto is indeed very cosmopolitan and the most multi-cultural city in the world, but if I were you, I'd spend most of my time partying in Montreal, specially if you come in the summer. Toronto can't hold a candle to Montreal. In fact, no city in Canada can and Montreal is widely considered as the best party town in all of North America, specially in the summer.

if you want somewhere cheap in europe that isnt tourist infested try sofia bulgaria, especially if you like brunettes

There's nothing "fucked up" about that really. I believe Moscow has something like 74 Billionaires, which is double that of NYC. And the city's annual budget is about $34 Billion, which about 4-6 Bil. more than NYC's... They're also closing in fast on some "poorer" European countries as far as GDP per capita at $14,000 for 2009 (Ukraine's something like $8,000). And the wealth is starting to trickle down to smaller size cities... I actually think girls in Romania, Bulgaria, Hungary, Poland, Slovakia are probably easier to impress with your gringo status.

haven't read the whole thread but saw that riga was mentioned - i've been there a couple of times; first time was about 5 years ago and at that time it was an awesome place. however, due to budget airlines and UK stag parties the place has gone downhill dramatically; local girls refuse to engage with people that speak english, foreigners are overcharged, friend of mine was mugged while getting cash from ATM.
Krakow is very nice and i would def recommend; warsaw is also nice though the girls aren't as hot as in krakow; helsinki (though not in eastern europe) i also enjoyed very much
