Trying to come up with some magic set of number or time for mastery or expertise is futile. Its just ringy slogans to sell books.

However, the underlying premise is correct. Putting regular consistent time into something will make you gradually better at it.
Your intelligence, nature of what youre studying, reading and comprehension abilities, memory, etc.... Will make that time required vary from person to person and field to field.

These slogans can still help people though, as having an imaginary framework and timeline helps motivate you.

The numbers themselves may or may not be made up but it's better to set concrete goals than vague ones. For me at least vague goals means I never get around to actually doing it, whereas I stick to a good 30% of the concrete goals I've set for myself.

I suspect it has more to do with the individual. Some people can learn things mega fast, but that is not everyone.
