Well, this is a new step in the over the top reaction and enforcement on domestic violence cases.

Currently in Tennessee if someone is accused of domestic abuse can be held for 12 hours without charge at a judge's discretion...like if there is a risk that the person could just go back home and kill their spouse.
Apparently Judges shouldn't have this discretion anymore and it should be mandatory that anyone accused of domestic abuse will be detained for 12 hours.
I am sure you can see the potential problems here. Call the cops on your spouse and you've got and automatic 12 hours to drain the accounts, change the locks, drop his car keys into the sewer and throw his or her stuff out on the front lawn.
Looks like this will be the state where 'he who call first wins' will be the new domestic war strategy.
Oh and remember kids, domestic about isn't just slapping someone in the face, the department of justice says that can be: Physical, sexual, emotional, economic or psychological http://www.justice.gov/ovw/domestic-violence
I need to quote the Emotional Abuse definition because its so good.
TL;DR in Tennessee a proposed law will have husband or boyfriend automatically spend 12 hours in detention if his spouse/girlfriend alleges that he undermined her self worth.

Emotional Abuse: Undermining an individual's sense of self-worth and/or self-esteem is abusive. This may include, but is not limited to constant criticism, diminishing one's abilities, name-calling, or damaging one's relationship with his or her children.
