Beach breaks and point breaks.
You absolutely need a car to take advantage of the best spots.
My favourite wave closest to the center of town was Stone Island. You're best to stay in Olas Atlas (old town) to get access to this but yeah - you'll still need a car to get to it.
That is a right point break which wraps around the island and gets really good on south and s/w swells.
If you do stay in Olas Atlas there is a break out the front which is a swell magnet but I've never seen it get really good.
You'll get surf April/May to November....biggest is usually August/September from memory. Water temp is good...maybe 70-80 degrees throughout the season but a little bit cooler in April. Still at most you'd need a spring suit.
There is a spot called Escobars Ranch up the highway to the north of town which is amazing and never anyone there. We needed a guide to get us there and to be honest I cant help you finding it as I just dont remember.
Otherwise you have heaps of spots 1 -2 hours north....and resorts like Cardon Resort which are more or less private waves since they are so tough to get to.
Is the Olas Altas spot the best spot in town (no car required)?
How is that place situated for nightlife options?
I looked on a map, what about that little point north near Valentino's? (Update: I actually checked it on satellite view and it seemed kind of f*cked, but hell, any info on that is good).
Or the big point south near Museo Arqueológico de Mazatlán?
Looks like there could be some reef set ups along there.
Basically what I am getting at is where would be the place to stay with walking distance waves (quality not paramount, but decent and surfable somewhat consistently) and walking to the best nightlife to swoop girls.

It's a really tricky setup to juggle nightlife and surfing in Maz.
For nightlife you'd want to stay as close to Valentinos Castle as possible since that puts you within walking distance to most of the good spots
Olas Atlas is about a 10 minute taxi ride from this area so not ideal based on what you're after.
You do get waves out the front of Valentinos Castle on either side of the rocks but its not great. Really mushy and weak but for the first few weeks I was there I was pretty happy just to surf and stay there....and wait for the south swells to come in to head over to Stone Island or out of town.
You can get to Stone Island on a ferry or water taxi which is worth keeping in mind. I never did that but I've heard it's only about a 10 minute trip. From memory there was one that left from the old navy base which is down near Olas Atlas but I'm not 100% sure.
I'd say stay near the Castle, get a few surfs in at the main beach, then figure out a way to get out of town when you see swell hitting even if just day trips to stone island. You'll be able to hitch a ride with some of the local surfers as another option as they tend to also go out of town when the surf hits.
Re: Cardon....I was there before they renovated the place. Looks way nicer now so you'll be paying a premium for that but I think they are pretty aggressive at keeping non-paying guests out of the area so you'll get heaps of waves there. If you end up there ...you wont find anything but surf since its so isolated.
