Why child support is the way it is: $

We kind of skipped over this in Family Law (gee I wonder why my feminist professor did that!), but the basis for the indifference of States to whether or not someone is the father or not, and their general indifference to men is that they get money from the federal government if someone is paying support. The more that pay, the better. Incentive payments are tied to:

(A) The paternity establishment performance level.
(B) The support order performance level.
( C) The current payment performance level.
(D) The arrearage payment performance level.
(E) The cost–effectiveness performance level.

SSA § 458, 42 U.S.C. 658(b)(4).

States will strive to keep all of the performance levels listed at or above 80% in order to ensure 100% incentive payment. I'm sure some of you know about this already, but it's kind of interesting to see it in black and white. That's why someone's always got to pay.
