Nah, worldwide trend of governments to gather as much information as they can as early as they can to keep "undesirables" out and know who's in their country.
Prior electronic applications help in more and earlier (algorithmic) analysis of travelers. Otherwise, you have the border control officer having to make a decision within seconds based on the airline's data (which will not be present at land and perhaps sea borders) and whatever record is associated with the passport.
Roosh's own experience having a plane he was on turned around because he is on the UK blacklist is illustrative.
It is outrageous he's on a UK blacklist for political speech, but if a country's going to deny entry to someone, better to prevent boarding on the other end than turning planes around or risking asylum claims, detaining and deporting.
This will probably spread to Japan, Korea, Thailand and many other countries
