Pretty much. It's not quite as amazing as some make it out to be, but it is without a doubt one of the easiest places to bang hot girls in California (possibly the entire country). Just for reference, when I went there, I had a beginner level of game and still banged/got head from twenty girls over a two year period there. Not amazing by forum standards but a damn sight more than most people in college.

The great thing about it is that a relatively average dude can swoop fairly attractive women (7's) without significant effort or status. The very hottest women tend to go for guys in the top frats -- these may be hard for an outsider. The remaining 98% of women, most of whom are still pretty attractive, are fair game for almost anyone with okay looks and okay game.
If you want to spend a couple months fucking off, I would recommend living in Isla Vista for Fall quarter specifically (Late Sept-December). This shit is off the chain, great parties that are open to most people, LOTS of freshmen, honestly I cannot recommend it enough. Get a job working at some food place in IV to pay rent, spend the rest of your time fucking around, hanging out on the beach, and drinking. Winter and Spring quarters can be fun also, but nothing close to fall. As everyone knows this is when all the freshmen arrive, they are at a top party school for the first time, PLENTY are trying to get fucked. If you have good logistics, i.e a centrally located house in IV, you can KILL. I (and I think Travesty as well) did not have these logistics and we still did pretty well with UCSB girls.
Plus there are tons of clubs that have badass outings that are open to anyone. Excursion Club is fantastic, Snow Club is also a good one. Also, if you want free good dinner on Fridays, hit up the Jewish organizations. SB Hillel offers home-cooked food for free on Friday evenings. An organization called JAM offers a vastly better dinner that is also for free, but it helps to go with someone you know. Small family setting thrown by the rabbi, he's a wonderful guy.
UCSB is overall a great place, but it's not perfect. I stayed there for two years and bombed out to a better school. Why? Because the people here are fucking stupid. In my first week at school, we had people screaming the n word in the dining halls, slapping each other after covering their hands in lotion, and flinging tubs of ice cream off of cliffs and into the sea. One of my buddies was a Xanax addict. This fool was so fucked up that he almost pissed on two girls thinking that they were the toilet, my buddy had to run in and grab him and throw him out of the room. All the while he was pissing in a million directions all over the room. I have a million stories like this, the point is it gets old. Trying to go to school in this environment was ridiculous, I felt like the place was an insult to my intelligence. If you move here, get ready to experience teenage stupidity like you've never seen it before. Also prepare yourself for hordes of EXTREMELY basic white women and obnoxious bros. This is not a good place for more intellectual/quiet types, people like that can still have fun here, but they'll get extremely sick of it after a year or two. I know that I certainly did.
