Dating apps/sites don't work well in Canada outside of the big 4 cities (Calgary, Vancouver, Montreal, Toronto).
Why?
There is no work culture like in the big cites. Nobody is actually too busy in those smaller cites they would not have time do dates or go out. Also many folks who get need of the dating scene just do LTRs which are more common to a extent (especially if they are busy... they just settle down).
Also...
Because each place is small enough that "6 degrees of separation" literally means that. These places are small enough that if you have a large enough circle you could literally meet every girl in town through a "friend of a freind".
In some of the smaller places it is almost a negative to use online game. Only anti-socials, or people very new to the city (your situation), would use it. No man of value would waste his time on OK-Cupid in a place like Winnipeg. Why would he when he can just go to Earls on Thursday night and all the best talent in town is there in one place.
In the smaller cities venue selection rotates and can be limited. Winnipeg isn't a place with one street and one main bar, it is a city of 800K so it is limited but not a complete deadzone. You just really have to know where to be each night of the week as one night will have the best crowd at one or two places.
Next on Filipino people.... Winnipeg has the largest filipino community in Canada per-capita, and it has one of the largest contingents outside of the islands and SEA.
There are tones there. All my Flip homies have family in Winnipeg and visit regularly. If you like Filipino girls I would befriend a Filipino local who can introduce you to their circle (guy or girl to be friends, would not matter in this case). More times than not most of their friends would be Filipino and it would be the easiest way to meet girls who are single. You being the new guy would bring lots of attention and all the single girls would want to at least meet you. Or... of course... you could always just go to a Catholic Church for service and would meet Filipino girls there as well. All the "new catholics" in Canada are largely Nigerians and Filipinos.
Another point is that if you don't like day game you gotta do night game.
Where else you going to meet women? Unless you do a social circle type thing which only is doable if you are there for a good extended period of time you don't have lots of other options unless you are very strategic.
If you don't like that angle than hit then join a yoga class temporarily or a dance class.
You gotta put yourself where there are women because Winnipeg is like the States where these girls will be in there cars 24/7 if they are not at a certain place or location. You don't get tons of girls really walking around in the cities in Canada aside from the big 4 (Edmonton in some parts of town can be good, Waterloo and Halifax as well). There isn;t the population density like in Europe or Asia that would see people all around at regular times of the day. Winnipeg would be just like any other small city in the USA where you would not expect to see hot women walking around much.
You have to go to the locations where they are spending time.
Winnipeg can be a shit hole but is big enough you can have some fun if you know what to do. Winnipeg for game is easy as hell as girls don't know the game tricks yet and you can go to a bar and get sloppy really easy with broads.
Lots of fatties in those parts of Canada for sure, but the hot girls are easy to swoop. You are the new guy on the block, get her interested in what your about and the cool and different life that you live abroad (sounds like you have spent a good amount of time in Asia). She is from fucking Winnipeg. Always remember that. This is the city with the most extreme weather on earth and likely the closest climate that would mirror hell.

If I was you, and a bit older I would make friends with established professional players who are doing banking, Entrepreneurship, marketing, Real Estate in that town. Make sure they are
not married dudes, or at the extreme they have rebounded from a botched first round and are living live to the max.
Remember that these dudes...they stay put in that town for a reason... More times than not these playboys have the town in their hands and treat it like a playground. They have lucrative careers where the work/life benefits outweigh them the chance to go make more cash in places like Toronto. These guys should easily know Winnipeg Jets or Bombers and introduce you to ther rotation of sluts. Top Real Estate agents for example in those towns are selling/renting properties to NHL & CFL guys and know them and their circles well.
My view is that in those parts of Canada.... The most easy thing to get is pussy. All the girls are boerd and deal with dudes who look and act the same.
You have to readjust you approach and tactics. Pussy is easy to be had in those parts. When you start meeting the girls then the next step is deciding if you want to do the "mini LTRs" and just sell the broads on dating them then dump them when you get bored, or going scorched earth and just being a player. I say that because in smaller cities like that word travels fast and it all depends on how you want to brand yourself in the dating market.
In my days in those parts when I had no game I was getting in with Bomber cheerleaders. It wasn't even tough. I just knew how to show them a good time.
