Remember the Turks that came to Germany were from the rural east of Turkey, from small villages- poor, very traditional, and conservative. Even today there isn't a lot of integration in Germany, and I don't remember seeing Turkish women running wild in the streets. I do however remember more than one occasion of dealing with roving bands of Turkish Straßenjunge.
The Turkish capital in Germany is Berlin...you will need to hit up Tempelhof, Kreuzberg, and Neukölln but it may not be quite what you expect. Some of those areas used to be pretty bad, but the Zugereisten have changed that.
Krefeld north of Düsseldorf has a huge Turkish population (supposed to be the 2nd largest Turk pop after Berlin). Get off at the Hauptbahnhof and walk directly east/ north east. As soon as you cross the street you'll be in a major Turkish Gebiet.
On second thought, you might have better luck in Istanbul...

It's tough. Considerable psychological barrier in gaming girls with headscarves. I have done it once. I started my approach before she put the headscarf on. Probably would not have attempted otherwise. But – I got her back to my place. She was in her rebellious phase, but still wouldn't let me do anything.
Some of these girls are hot, but the environment is not ideal. Turks are aggressive, and are used to taking advantage of soft German men. You will have to tolerate their dirty looks, and possibly risk confrontation. Unforunately, those girls most open to you will be used to Turkish gangsters. Can you match that?

Edit: hilariously, you cannot buy condoms in all of Neukölln. I once asked a shopkeeper why, and we ended up laughing about it. Not all Turks are bad.
