I recently went to Cambodia for two weeks to see the country. My plan was to go to Siem Riep for 1 week and then Phnom Penh 1 week.
In Siem Riep foreigners cannot rent motorbikes, only electric bikes. I recommend electric bikes because the Tuk Tuks are a little bit pushy and I felt gave pretty bad deals compared to other cities in SEA + not comfortable.

I recommend this rental shop as the bikes could go 30km an hour which is pretty good for an electric bike. I enjoyed zooming around the historical sites.
Angkor Wat and National Museum was very beautiful and fascinating..
Siem Riep is a smaller city. I felt like it was a little bit of of a low key city and I would recommend to bring a girl though it's not impossible to pull if you put in some effort.

you need to give them your passport when you take the bike in Phnom Penh so if you are getting a visa this will get in the way. Again I recommend a motorbike.
In Phnom Penh I went to Top Bannana, V CLub, Epic Club, and Pontoon and the rooftop bar at Phnom Penh tower. I felt like Phnom Penh looked a little bit like Malate in the Philippines. Still a relatively small captial city with only 1 million population. I got the sense that Phnom Penh had a lot more poverty that Siem Riep. Every city has a few nice spots though and the rustic lifestyle had some appeal, I talked to a few expats who have chosen to live in PP.
Top Bannana looked good though I didn't stay long when I went. V club I thought was really great though it's a bit like Pontoon. Epic Club had a bit of a 'hi-so' feel mixed with route66 that you might see in Thailand.
All in all PP is an interesting city, the girls look like the darker girls you'll find in Thailand and I actually now want to go back because they were pretty hot. A lot of guys look at Manila or Bangkok when looking to go to SEA but I would recommend to check out PP if you are down for a more rustic experience.
