There are countries that are completely under the radar, for example some countries in Africa.
Also, there are countries that take biometric data only at airports but not at land borders.

Panama now fingerprints everyone at the international airport and at land border crossing (when the machine is working).

I also read an article mentioning that Paraguay will start fingerprinting, but I will confirm that when I go there later this year.

As I earlier pointed out, there is not much reliable information on the internet. The best source is probably the flyertalk forum.

Keep in mind this list applies to westerners. Middle Easterners and Africans have their fingerprints taken in most western countries as well.

Kazakhstan & Georgia (both are FSU countries) should be added to "Photo" list both on Arrivals and Departures.
