Go on Tinder and move your location.
You'll have a preview which city you'll be successful in.
PS: No need to test Philippine, wherever you come from, girls will match you.

Not exactly a foolproof indicator. In some places Tinder hasn't received critical mass, it's pretty dead in some parts of Europe for example.

From my personal experience, I tested London, Brazil, Bali, Philipines, Poland.
London girls barely give me the time of the day and are ugly.
Brazilian girls are really hot and always respond within 2 min (kinda weird).
Bali and Philipines, I just need to swipe right to match the girl (I feel like I'm a hot chick on tinder). A lot of transgender in those area and I don't really dig the girls even though all of them have good english and send me nude pictures.
Poland no success at all and girls are mehh.
So my next target will be Brazil, I'm already pipelining through Tinder.
