Sadly Minsk is a lot more played out than I had anticipated.
The average quality is high, maybe not as much high end as Kiev, but the sponsorship culture here is totally pervasive, combined with a higher level of sexual conservatism it can be a bad spot depending on what you're looking for.
If you're looking for a soft 6, or a girl in the 5 range Minsk is alright, but higher than that and girls here have many sponsorship options. They even think it's strange you came to Belarus. I've never seen a country where women want to escape so badly. 50 percent of 7s have been to Italy. About 80 percent or more of the 8+ women have been to Dubai.
If you want to get with the hotter women you have to do some very nice dates and talk about your sponsorship options with her. That's just the way it is. Now of course, for the lower end this isn't necessary.

How to bang in Minsk:
Sponsorship culture is indeed huge, especially where most of us game in Mamba-Tinder-Badoo, in nightclubs and the Zybickya nightlife area(the least of those) - even worse, many girls will use you for the fancy restaurants, expensive drinks etc. without any intention in you. However, there are ways to bang:
*High provider game - a friend played that easily but has to splurge - Get plenty of high quality leads before (8-9), offer high end restaurant date location like Cafe de Paris, The view or the lounge in DoubleTree. Then date there with a girl, once she drinks and eats she understand her duty and you bang her, if she is a user person and wont bang, send her away and invite the next one, eventually you will bang, could be the 1st, 2nd or max 3rd - this method works 100% but you will have to spend quite a lot of money. Same in clubs (Black house, Rich cat are strong)- get a good table, order some fancy bottles and the flies will come easily, cost more than restaurants.

*Clubs/bars - not easy and not common but managed to do it, aim to the younger ages: 18-22, again not so heavy sponsor type, one/two drinks maximum and escalate, if a girl ask for a 2nd drink offer to come to your place.
Best leads are from the street/bars in Zybickya, plenty of nice girls around waiting to be approached. After some chats and interest offer a drink in your place before going out, again assertiveness is a key, many girls not sure what they want and you need to decide for them, if you let them chose and lead you then you lowering your chances.
If you respect a girl, be a gentleman, generous and accept her requests, she see it as a sign of weakness and will step all over you. You must be strong with them, you want to eat? ok but we order take away to the apartment. She doesn't accept first date in the apartment, ok - but you chose the place (none food place, average cost) near your house. No? next... One thing for sure there are plenty of attractive women around, don't waste your time on hard ones.
There are good girls here but they are hard to find especially 8+ with 'normal' attitude are very rare. Just for the people not bothering so far with VISA and limitations...Minsk has been already changing a lot over the last few years.

The reality is the business sector will kowtow to Turkish tourists.
I live in Batumi. Once upon a time they tried the whole: "we don't like Turks and we don't want them to come here" so they revoked visas for Turkish people. Apparently most businesses ended up losing 40% of their revenue so they had to reverse the decision.
There's no way any country in Eastern Europe is going to ban Turks because the Middle-Upper Class / Upper class owners of restaurants and hotels make crazy money off their sex, drug and gambling vacations.
I don't understand how Turkish people have the money to go on these trips. Unless they're hiding a lot of money under the table Turkey's GDP per capita is too low to explain the huge numbers of young Turkish men abroad (who are probably working for Turkey's equivalent of a minimum wage).

Turkish guys will do anything for pussy as we well know. In Turkey they realise that chasing Turkish pussy is a waste of time, so they instead save the money for Ukraine when they will get better results.

Unless you've been there and tried it, then I'm not sure what experience you're talking from.
Minsk is the most sponsored place I've ever been to. Sure, there are some decent girls that aren't on the sponsor carousel, but I didn't find them, and talked to hundreds of girls during the day.
The biggest key to finding the non-sponsored hot girls is to go young. 18 year olds will have little experience with sponsorships. Older than that and the girl has likely been flown to Italy already. No joke.

Going to Italy doesn't necessarily mean that the girls have a sponsor. It is a great country and simply girls dream about fancy architecture and historical culture, sunny beaches, tasty food. Yes we can't assume every girl with a couple of stamps in her passport has been sponsored. When I was there I noticed how affluent Minsk was, people were wearing nice clothes, not too many shitheap cars. The salaries are higher than somewhere like Ukraine, and many people will have their own family soviet apartments. So I'm fairly sure many of them can afford at least one holiday a year to Europe. Much the same as the Ukrainians they are pretty frugal on holiday, many people in one apartment, cooking at home. They are also happy to travel long distances by coach.
Also many of them will have local boyfriends, or Russian boyfriends to provide for them.
English penetration is low there, a BY girl is not going to go to Europe to meet a guy she cannot converse with.
Speaking of English penetration, knowing the language there would be a huge bonus
