For the educated Brazilian girls, who are fun, down-to-earth, and relationship material, go to Brasilia. It is not a tourist town by any means, so do not expect any fun in the sun. However, between the 2 choices you mentioned they are about even in everything. One does not hold anything over the other imo.
Establishing a social circle is CRITICIAL to success with LTR type girls. Wearing a suit, and looking like you are a very successful businessman is a must. Unless you are gaming on the beach.
You also mentioned that you are a large guy. I trust by this you mean you are overweight? Brazilians take pride in their looks, and if you are to compete with other local, successful Brazilian men (and other foreigners) for an LTR woman, I would strongly recommend you start eating green veggies with fish/poultry, fruits, and get a healthy lifestyle going. Within six months, you can really improve your style and be a lot more successful. Hire a personal trainer if you must to help you.

You will be judged by your appearance everywhere you go by non-pros. My overweight American (white/blonde) co-worker learned this the hard way. Just so you know....
