Before you decide, what about KC? It seems to fit a lot of what you are looking for in terms of your criteria:
-A city that can provide venues for both a younger crowd and mature upscale crowd.
Check.
-Has a gastronomy scene that is unique to the Region (ie New Orleans Cajun style or Austin and their TX BBQ)
Check check. KC BBQ is amazing plus there's some of the best steak/meats in the country. Also, the Mexican-American community has been there for a very long time and I find that the Mexican restaurants are pretty good. Lot of other good ethnic restaurants to eat at all over town as well.
-Bars/Clubs music scene isn't concentrated on one genre but has variety.
Good variety in KC. Bars all over town, with the Plaza and Power & Light district offering up a nice variety. Plus little neighborhood bars in various communities as well (Westport, Waldo, etc.). There's a lively jazz scene there too.
-Most main attractions are within most of the major hotels.
You could stay on the Plaza and walk around & explore without a car if you wanted. Obviously a car is generally necessary but you can get around the city very easily as there's not really much traffic.
-I'm thinking late January-mid February. Weather is NOT a factor.
KC weather isn't bad. You regularly get 50-60 degree days that pop up in the middle of winter. It gets cold too but nothing like Chicago or Boston.
KC is pretty cheap too and easy to navigate. The midwest vibe is really chill too and it's a fairly stress-free environment. You've got the Chiefs and Royals as well so there's some big league teams to cheer for too.
Finally, KC is literally in the center of the country pretty much so flying anywhere is easy, although the international flight selection is limited. But you can get to the East Coast in about 2 hours or so, and to Vegas in under 3. Think it's worth considering.

I'm from that area originally, however I haven't lived there since 2001 and haven't gone out there probably since 2005. But I do recall many attractive women and more than plenty of nightlife venues (Bardstown Rd, 4th street, etc) and great restaurants to hit up.

Savannah, GA - easy to fly to, awesome inexpensive hotels, amazing food and bars, close to golf, the ocean.
Monterey, CA - Easy and cheap to fly to(San Jose), Big Sur, the aquarium, Laguna Seca, mtb biking, whale watching, fishing
+1 Portland, ME - I lived there as well. Terrific food, has to be one of the most underrated food cities. Easy flights.

Well for black women, the DFW is wide open. It isn't a jumpoff kind of place though. They suffer from boredom. You would have to stay between 2 weeks - a month to do some sizeable damage though since the logistics are not that user friendly. POF isn't that bad there. Texas BBQ.

I go nuts if I'm in Miami for more than a few days. There's plenty of bangable women but there's little to do or see that's not atleast an hour's drive.

Ohio is interesting to me as well. You can rent an entire house for 400 bucks a month in many big cities there. I've heard Louisville is on the edge of Midwest and southern vibes. It could be interesting.
