Lisbon is an amazing city, amazing sunlight, good weather, good food, cheap by western europe standards, things are quite organized, beaches are only 20 minutes ride, people seem nice (for tourists, some expats after living here for some years change theirs opinion on this), the traffic is not chaotic as in other big cities, the cultural scene is good, many concerts, museums (portuguese history is fascinating) and theaters. So overall, with some money, someone can live a quite relaxed and good life, but this on an expat perspective, most young locals can not make a good living here, many emigrated in recent years (Everywhere, but mostly to London and Luanda)...So this makes
Lisbon an amazing place to live...if you are 60 years old or more!! It all depends on what you want in life, and if you want femenine and good quality woman, and if you are also a masochist, definitely come to
Lisbon.
So, it all depends on the man itself and it's expectations in life and game. In my opinion, even tourists that come to
Lisbon are atrocious, compared to other european cities, the city is cheap, so it atracts cheap people, end of story. Try to get a
Lisbon-Moscow flight, and a Paris-Moscow flight and you will see the difference...God, and I am not even speaking about locals...just crossing the border to nearest Spanish town, and you will see more hotties in one hour, than a week in
Lisbon. Sure there can be some negativity in my comments here, and I personally can not complain too much, as I score in a regular basis, altough not the quality I want, I deserve, and I get abroad. But some friends of mine have full years in dry spells, and myself also had quite a few of them in my life (a couple of months, never a year). Yes, some guys and some of my friends kill here, model alikes, but even for them this is not easy, and even tough they eat a lot of dogs in the way...
Regarding the places you write about, my humble opinion is that Bairro Alto is a dirty place, with below average woman (no high heels or skirts here...), unsafe, full of wannabe thugs and drug dealers, all bars are small, no place to sit, horrible decoration, horrible music, full of drunk peolple and junkies in the streets, and all mixed in one place where everyone is drinking their 1€ cheap beer in the street, looking at each others faces and figures, with absolutely no hook-up environment...well again...except if you are looking for chubby english or american girls, or italian hipsters (the worst...atrocious). Of course some gem here and there, but a guy can get so overwhelmed by the environment...that looses all the will to try.
In Cais do Sodré/Mercado da Ribeira a little bit better...but the scenery does not change too much, the best ones are always unapprochable, or are locals (the most unapproachable), or are already with 10 guys around. It is not the competition that bothers me, is the sheer numbers. when you approach, you must have been the number 40 of the day...unless she is one of the above mentioned.
Frankly, I am quite pleased that someone wants to come here to game, and also recommends
Lisbon to game. This leaves greener pastures with less competition.

Note: Altough statistics say the contrary,
Lisbon is not a safe place, a lot of petty thief, more or less violent, and bouncers can be the most vile and violent of most places I have been (trust me, I know some of them), the thing is that Portuguese justice is so slow, incapable, and uncomprehensible, and even to press charges on something takes almost a full workday, most people ignore when something is not dead serious.
