Do you guys target these girls a lot? If so what is best approach? I go shopping and see a lot of talent especially at shoe stores.

I do sometimes but it's really hard to judge IOIs since they're obligated to be nice to you. They'll even flirt with you for a sale and may be afraid to be seen giving their number to you even if they are interested.

Girls who work at Carrion, which is a Honduras-based department store with stores in other Central American countries, are known to be great targets. Fret Dancer should be able to back me up on that.

I'm often tempted to target girls in positions like that (waitresses, bartenders, salespeople) because they seem nice but as another poster noted it's their job, if they're interested above and beyond they will indicate it by an unusually high level of excitement in their friendliness in my experience.
And the Golden Rule in those situations is never talk to them about anything work-related (except maybe to ask their "expert opinion").
I sometimes approach them in the hopes they'll use their employee discount so I can pay less for the merchandise lol. It actually worked once too! Thank god for American Eagle.

I used to be a marketer for a health care firm. Most of my clients were female nurses. It was expected that I would flirt with them. Business want to increase sales by whatever means.

Try to ask innocent personal questions, like finding out if she has a boyfriend and is single. If she is single, find out what she does for fun, such as partying on the weekend or after work. If she is interested in you, she will be willing to talk about personal matters. If she is not interested in you, then she will say she has a boyfriend or clam up. If she is really flirtatious, just go for it and the worst that can happen is rejection. But if she is a flirt, then she knows how to handle getting asked out. If she has a boyfriend, just say "he's a very lucky guy!" - That way she knows you are respectful of her and not sour, but also playful and able to be the backup guy if she dumps/cheats on her boyfriend.
