Definitely not a big deal. Most of them don't get to practice it that often so they get all excited when the opportunity presents itself. My favorites are the ones who have a limited knowledge of English. They're so busy and working so damn hard to find the right words during the conversation, their little hamster completely shuts down and the path becomes clear very easily. Obviously, their overall "nicer" attitude helps quite a bit too. These girls are somehow aroused by the challenge and the worse you'll get is the polite rejection that was described by the OP earlier.

The social dynamic of the city is also much different than Montreal's. There's no "English population vs French pop." here; no "English or French side" of the city..Open a girl in the "wrong" language in Montreal and that could be just good enough of a reason to ignore you. (even though she's probably perfectly bilingual). Some people just don't feel like talking to the other "team". Odds of that happening in Qc city are practically non-existent. This is a place where currently 95% of the people call French their mother tongue.

It's also a much smaller city. Compared to Montreal, there's not that many young tourists/expats; so foreign guys can do some damage here, let alone if you're from LA. (Actually, any place where the sun is hot and there's no snow to shovel 6 months a year and they'll literally melt in front of you).
