That's not the case at all. He came here criticizing US policy, which I don't really like or think is appropriate for a foreign leader to be allowed to do in an address to Congress but it's nothing new.
Mexico's President came before Congress a few years ago and bitched at us about our immigration policies to standing ovations. The precedent for this sort of egregious impertinence was set a while back.
