Yes. I have an iPhone 5, unlocked, that I use for when I travel out of the USA. I used it in August in both Italy and France (on Vodafone); worked perfectly.
Also, make sure you get an international charger from Apple for when you travel. Yeah, you could cheap out and buy/use a generic charger, but the chance of blowing out your phone and then having no phone increases. I bought mine off of Amazon, from Apple for ~$34. Otherwise, they cost ~$40 at an Apple Store (in the USA).
