I've never been to Cabarete and I therefore don't know the housing situation there, but a way to prevent situations like the O.P. described is to only live in gated communities or in buildings with a doorman. This also prevents cockblocking when girls drop by unannounced when you are with another girl. I realize that this isn't a 100% solution, but it is definitely a big help. During my last Mexico trip, I stayed in a gated community and plan on continuing to do so in the future.
