Santa Barbara is isolated and expensive. Real estate is extremely expensive therefore good long term enployees looking to settle down with a family are harder to find. Beyond this SB is also just out of sight out of mind for many people.
That said extremely wealthy people own tons of residential real estate here for good reason it is a truly unique place isolated from the masses.
