Like I said. For Minneapolis, I'd say May/June. June may be better. I'd stay uptown or downtown but not near the Mall of America. Besides the mall, there's not much in Bloomington. What type of environment do you favor most? If you like night clubs, downtown is your place. If you like a nice outdoor setting, I'd say uptown (the nightlife is okay there too). I think that there are more women uptown throughout the entire day and night combined, but there are much more women downtown at night. Uptown has mad opportunities for day game. It's the place to be on a nice day/any day and most people start off there for dinner/drinks before going downtown. If you are strictly a night gamer, I'd say downtown. Lake Calhoun is a really nice spot to be at (a crazy amount of women go there and it is right next to uptown) .Let me know when you come, I'll roll out with you to the Mall and show you some spots. As far as the Swedish like colonies all I can say is that you'll see blondes everywhere. That is undeniable. I haven't seen any type of Swedish or Nordic population. I'm sure that there are Nordic or Scandinavian roots all over the place here but it's not like there a ton of people fresh off the boat.

Regarding Winnipeg, that's a bit harder, there is no central area where people hang out. Hotels are a bit convenient but the Corydon area would be nice too (especially for day game). Actually the warehouse district has some decent nightlife. I'd say that the confusion corner/corydon area would be best for day game and it's close enough for you to get downtown if you need to. There are still people who go to Assinaboine park on weekends but the Corydon area is probably your best bet. Actually, PM me. I'll give you some very specific details that you may be interested in.
