Frankly, I don't see the issue with that attitude. The Russians are trying to combat a birth rate that has fallen precipitously below replacement level. They are literally in a demographic battle for the survival of their people. They need to do everything they can to increase their native born population, and promoting traditional sexuality, morality and family life is a good way to do that.
There is no reason that homosexual propaganda needs to be shouted from the rooftops and blasted over the airwaves 24/7. Imagine if bestiality or hardcore BDSM propaganda was so widely distributed.
