Day game is good at the Bukit Bintang area especially those working girls (no not pros). But for more than a week or so, it'll be tough on the budget. If you're looking to stay for more than a week try to find a decent condo in the Ampang area (via iproperty.com and please negotiate the hell outta them agents), or Couchsurf as the community there is quite receptive as well.
Night / Bar games are divided into sky bars / clubs. But are mostly located in the same area too. It's best to take a chill pill in the sky bars first, then head down to the nightlife below.

As for food around KL, it is one of the best places to eat, BUT provided you got a local to take you out of BB. Otherwise stick to what you like on sight. Oh Chinatown is pretty awesome for suppers too. Just make sure too check out the restaurants which are filled with locals and order what they are eating. English is not a problem anywhere in Malaysia.
By sticking to the malls, I would estimate the damage to be around USD 5-15 per meal (not including drinks), unless you eat cheap. Drinks are pretty expensive at the bars though, runs from USD 10 per cocktail / shot / whatever onwards. Besides that, your largest expense (if you are not couch surfing), stick to the Changkat Bukit Bintang area for USD 17 and up per night. Always keep an eye out as snatch thieves are ALWAYS patrolling the area for easy victims.
I have not been to BKK for the past 4 years or so, but I am still estimating it to be cheaper than KL and Penang. Especially the alcoholic drinks. Me and my mates always drive up north to the border for some cheap booze and good night out. Some places, you probably pay 25% of what you normally do in Penang / KL its ridiculous.
