It is passive game but like i said it will increase ur success rate. But there is a way to level this out. Spend the first half of the night chilling and being VERY OBSERVANT examining what the venue has to offer and look for IOI's. If you have nothing in the works after that hour or two then go into the random cold approaches.
Also i wanna add if you are not GETTING any IOI's every night than you are in the wrong venues! Go to the more local rougher venues, its alot easier to pickup there than at the upperclass rich clubs where your gringo status isnt as impressive.

I havent been to Argentina and from reading it is significantly harder but the OP said he "stalled out" with Peruvian girls. There is NO WAY a young decent looking american guy should not be slaying ass in Peru.
