Germans are the ultimate pragmatists. As part of that when they ask for something everyone understands the need for it. There's less ideology and more of a, "OK it makes sense, let's do it". If it doesn't work, it's thrown out.
The other part is, most socialist policies have policy creep. They start giving a benefit, it then gets increased over the years and expanded to more groups. Eventually, the spending is out of control.
