Shorts are strictly an American phenomenon in the city I think.
Beach environments are a little different.
If it is a city with a beach ie Barcelona, the city takes the beach ie no shorts (unless maybe in Barcelonetta).
If it is a surf city ie Biarritz, shorts are cool during the day, but at night no shorts.
Here is an EZ Guide as far as I see it:
City Environment: No Shorts.
Beach City: No Shorts (unless at beach).
Surf City: Shorts Ok during day, 86 them at night.
