From a living standards / economical point of view, it has got to be northern Ethiopia, Tigray region. Of course, I was there for a water sanitation project, so it is to be expected. But still, when the markets are *selling* you old rubber tires / chair legs, you know something's wrong.
Another miserable place is a city in Northern Vietnam called Thai Nguyen. Absolutely miserable weather, shitty amenities, conservative people, everything closes down by 10:30, dirty/polluted as fuck. Ironically, I ended up living here for 9 months and had an amazing time :/
