I kind of experienced the same thing when I was in Rio. It must be a Brazil thing. I found the women there to be a bit tougher to get in the sac, but I still hooked up nevertheless. However, I've been to Colombia many times and never experienced that. That's one of the reasons why I favor Colombian women over Brazilian women.
