There are great laser hair removal deals by me all the time on Groupon, starting at either $99 or $119 for 6 sessions for small areas. 6 sessions will get all or just about all of it, though hairs do gradually reappear over time. Still, 6 should last years, especially if you aren't a perfectionist about it. The sessions are spaced out six weeks apart, but there is really no downtime after getting it done - one time, it looked like I had zits afterward, and they went away in a couple of days.
The Groupon deals are so good because the spas are hoping you will get other parts done while you are there. The pubic area may count as two areas, or a medium area for a little more, and the balls would be a third area, so I recommend that you buy one Groupon at one place for the pubes and another at another place for the balls, because generally 6 sessions would be a few hundred dollars for each part.
Its not surgery, just a light device they move over the area, which feels essentially like pin pricks while they do it, sometimes a bit more, sometimes a bit less, and the machines are adjustable. Pain really is not an issue at all.
It works best on light skin and dark hair. It doesn't work on grey hair unless you get the gray while the root is still dark. People with dark skin can get badly burned.

The one I semi-regret is my chest since I hoped to get to it before more of the hairs turned gray, and now have a higher proportion of gray and the chest is a tough area to shave and a lot of chicks like chest hair, anyway. Since balls are easy to shave, I only got those done to beat the gray and that has worked out well.
