More often than not, 4G is limited to specific areas, for example the very city center of the capital. Downgrades to 3G or even Edge happen on the regular as soon as one moves two blocks from the main square. I've been on more than one capital airports that had no signal at all. In several African countries I've been, it takes half a minute to open a RVF thread on mobile, or even longer.
I have friends from multiple countries who aren't connected for a few days because the government shut down mobile internet, usually during elections or protests.
Africans overpromise and underdeliver, and cellular network is no exception.
But of course some countries are a bit more developed than others.
