Who is "they" that you're talking about, exactly? The globalists? The usual establishment powers are hardly pushing it. Marijuana is also banned by various international treaties with a few Western countries starting to disregard it in the last two decades. In the USA, it has been mostly a grassroots effort. The only federal lawmakers who have publicly supported it are not high-profile ones (Blumenthal, Rohrabacher, etc) -- it is not a politically correct position among the political establishment. You don't hear NYT, WaPo, HRC, Bloomberg, etc pushing for it.
If I had to compare it to another grassroots political change in the USA, it would be the movement to legalize concealed carry of handguns. Today if you go to Texas, you'll find fairly liberal laws for handguns, but carrying them in public was outright banned one point in the 80s, even in Texas of all places. Few people who talk about "American gun culture" realize how drastically the concealed firearm laws have changed in the past 30 years.
