Yeah that's a realistic but challenging natural physique. Kinobody is an example of what might be obtainable with good genetics (although his delts look a bit suspect in some videos I've seen). Depending on genetics, some will be able to go beyond, others won't be able to get close. Plenty of guys on TRT look worse.
For all the internet stats out there, assuming normal height range, the reality is that a 16 inch arm at sub 10% bodyfat is very rare for naturals (and looks pretty damn impressive). 15.5 is doing well shredded.
