Here in Bay Area this is a very stupid idea.
There is only one passport agency, and it is in SF. No parking and it is quite small. I was there two years ago, and I had an appointment and still waited an hour in line. Twice.
Now with my kids we went to the nearest passport agency which was in the USPS building. They require appointment but we just walked in with the papers and pictures. Took us 15 minutes total, and we got the passport in mail in three weeks or so.
So unless you need the passport urgenly (i.e. less than in two weeks), save your time and do not go to the agency.
