I'd say still go to Brazil... Despite the political instability things are not going to get militarised or violent (apart from possibly some protest or whatever, nothing out of the ordinary). Regarding the language, Brazilians are very friendly and patient regarding language barriers, though some girls might get shy because of it (but if you talk directly to them they will respond).
