There is another option... I am whole hog on the Genesis framework (Studio Press), enough to where I bought the full suite. However, for my own use, I like Dynamik Website Builder by http://www.cobaltapps.com.
It is a GUI driven theme system that lets you build your own Genesis child theme without having to do any coding. It even lets me tweak the responsive settings from the control panel.
Additionally, some on the Cobalt Apps forums recommend an additional tool called Beaver Builder. However, I have not used it, and have not felt the need to check it out.
