Here is a service provider which picks up and delivers laundry, I don't know if they are able to handle foreign costumers. One shop of them is also in Shibuya.

Damn dude Tokyo has the cheapest laundry in the world. Less than a dollar for a shirt dry cleaned, pressed and hung same day service, delivery.
