There isn't really a good one but it is possible:
- connect the iPhone to a Notebook via WiFi and use a Proxy
- to use a physical gps repeater (expensive)
- developer license from Apple for 99$ and use simulate location in a debug session (not that easy to do)

You won't find an App on the Appstore that does the trick.
