General advice on Romanian cities (based on a mixture of personal experience and research/word of mouth):
Bucharest, being a large capital city (2.2m people), is busy all year round, although a little quieter in the height of summer when it's scorching hot and people head to the beach.
Romanians head to their small stretch of coastline (many Constanta, Mamaia and Vama Veche) in the summer. Apparantly Vama Veche is the party spot, but Constanta is a reasonably-sized city so should be lots of fun as well.
Iasi on the Moldovan border apparantly has Romania's most beautiful girls - I got a number from an Iasi girl in Bucharest who was a solid 8, although the bitch did flake unfortunately. The region surrounding Iasi is relatively poor and undeveloped and apparantly a little more conservative than e.g. Bucharest, but girls in the city itself should be more liberal.
Cluj and Timisoara are THE main university party towns, though significant numbers of students exist in other cities too. Go from Oct-May when the students are there.
Brasov and Sibiu are probably the most touristy cities but they aren't overrun with them and most are the geeky backpackers with hiking boots/middle aged couples on bus trip types of tourists. Girls in Brasov aren't hostile to foreigners, though this might be different in the summer when more tourists flock there.
Other larger towns off the beaten track a little include Tirgu Mures, Arad, Roman, Oradea, Baia Mare and Ploesti. I plan to brush up on my Romanian and check out a few of these places myself. I'm particularly interested in Ploesti - it's an hour away from Bucharest with a population of ~200,000 but it's a completely un-touristy industrial dump. When I go there I'll let you guys know what kind of reception I get.
