She does have wide shoulders, but I think it's mostly due to genetics and bone structure. Judging from the pic, she doesn't have a lot of muscle on her shoulders.

I disagree with the second part of your post though. What you described would lead to imbalances in muscle development and increase the possibility of sustaining injuries when doing heavy work. It has been mentioned before that women can bulk up and gain muscle only at a fraction of what men can, because they have roughly 20 times less testosterone.

Women should therefore train their entire body, just like men. Like you said, no one likes monster shoulders or ripped arms on a woman, but doing basic lifts with light weights won't turn an average woman into Arnold.
