Read an article today - with a Minister of a state. Kind of a governor. About the low birth rate he said: He did his duty and has kids (2) and also the government build up kindergartens and KITAs. Kitas some sort of day care for kids that are too young for kindergarten. Also there is money support for families and parents have the right to stay at home from work. Some time before the birth and up to 3 years after birth. They keep their job and the government give the parents money.
But he also said at the and its not a government issue to control and force the people. Its not the GDR or the Nazi times any more. Its a market demand and an issue of the parents.

I mention it before, its mostly the mindset of Germans itself. To make everything perfect. Waiting for the perfect moment. Furthermore kids are extreme expensive. Also keep in mind, even when every women just get 1 child, the birth rate drops. So some said here stuff like no game and no sex. Thats not direct true. You need at least 2 kids to hold the population. One kid marriages or relationships don't keep it.
Read also some statistics. About 30 % of women with academic background stay childless, from the non academic ones its still 20 %. Add the just one child attitude and the birth rate also drops.
The few non educated women that have 4 kids from 6 dads don't save Germany.
