Both. Sometimes the environment is a little despressing. Sometimes we are not inspired by the location and surrondings.
But, even then, you need to be strong enough to not let things like weather and surrondings effect your vibe and confidence. You might get shot down by 10 chicks on a rainy day in a shitty town but you still gotta feel good about yourself and keep pushing. Let nothing effect your Inner Game.
It was a bad day for approaching but you could have made it a good day by just talking to a few cuties and maybe making a connection and getting a solid number.
Maybe you could have "warmed up" by talking to some less attractive girls, older women, etc.
Maybe use the "Fake Phone Call Move" to turn a cold approach into a warm approach.

We have good days and we have bad days. Forget the bad ones. Think about what you can learn from them and then quickly forget them. No one is perfect 100% of the time. Sometimes its might be what you ate, how you slept, the weather, your oufit, the stars, who knows???
Don't over think the bad days. Learn from the them, make adjustments, and move on. Tommorrow is a fresh start.
